Lets start with the who. Any website that gets any significant amount of web traffic does either press releases or article submissions. Run your own test. Pick a keyword and see if the website in the result does press releases or not. The answer to this question is almost always yes.

Oh, manual. I know there are lots of software programs that can help and I have used many of them. I just feel that doing the majority of them manually provides more accurate postings and results.
There are really three types of article sites. Those you pay for, those that are good and you don’t pay for and those that are so-so and you don't pay for.
The pay only services are good for exposure. My experience shows it ends up costing around 5 cents USD per IP when all is said and done.
But what if you have no money to spend, you are best to concentrate your work on the Best Article Submission sites and then spend any remaining time of the Good Submission sites.
Why write a press release or distribute an article. The reason is to make your site competitive relative to other websites. What I mean by this is the following, the more submissions you make the more of a chance you have of getting web traffic from these articles. The second benefit is that your linking count will go up. Again run your own test. In my opinion, a lot of the websites on the web that get traffic have lots of links and a lot of these links come from article and press release submissions.
The easy way to get lots of links is to write articles and do press releases. One last thing, if you think you are going to run a website and get rich by doing this marketing technique alone. It is not likely going to happen, unless you figure out a way to write and distribute massive amounts of information. My views of this technique are that this is just one factor of many to tick off, on your marketing to do list.
